الموازنة هي بيان تقديري للتنبؤ المستقبلي بجميع الأنشطة الخاصة بالمنشأة. تشمل الإيرادات والنفقات المتوقعة للشركة على مدى فترة زمنية مستقبلية، والغرض منها توقع النتائج المالية المحتملة ومتطلبات الموارد اللازمة وحجم الأموال المطلوب لتغطية هذه الموارد لتحقيق الأهداف المرادة ومقارنتها بالنتائج الفعلية. وتندرج الموازنة ضمن مجال إدارة المشروعات، حيث تساعد على إدارة التكاليف وتحديد المخاطر المالية. ويستخدم المحاسبون وأصحاب الأعمال موازنة البيانات المالية السابقة وأداء الاتجاهات الاقتصادية الحالية لتقدير احتياجات الموازنة المستقبلية، وتنعكس هذه التقديرات على الآتي: 

  • مستويات الإنتاج 
  • حجم المبيعات
  • احتياجات الموظفين والعاملين
  • التغيرات المحتملة للتكاليف

أنواع الموازنة

تتعدد أنواع الموازنة من حيث التصنيفات كما هو موضح في الجدول التالي:

1- موازنة قصيرة الأجل:

هي عملية تقدير الدخل والنفقات لفترة زمنية قصيرة تكون شهراً أو ربع سنة أو سنة وهي ضرورية لإدارة العمليات اليومية مثل طلب الإمدادات بشكل مسبق ودفع الفواتير. وحتى نتمكن من تطبيقها يتعين تحديد أهداف واقعية وقابلة للتحقيق.

2- موازنة طويلة الأجل:

هي عملية التنبؤ بالإيرادات والنفقات لفترة زمنية كبيرة تكون من ثلاث إلى خمس سنوات، ويكون الهدف منها التخطيط للنمو الاستراتيجي مثل توسيع خط الإنتاج، الاستثمار والتوسع. ولتحقيق الموازنة يجب التأكد من الأهداف والخطط والالتزامات التي سوف تستخدم استنادا للميزات التنافسية واحتياجات العملاء. بالإضافة إلى تقدير الدخل المستقبلي استنادًا لافتراضات النمو والبحث السوقي وتحليل السيناريوهات المستقبلية.

3- الموازنة المستمرة:

ينطوي على توقع الأنشطة المستقبلية في دورات مستمرة، وتعتمد على مبدأ استخدام البيانات التاريخية للتنبؤ المستقبلي، وتستخدم في الأعمال التجارية من أجل التنبؤ بحجم الأموال المرادة على نحو أكثر دقة، ولاتخاذ قرارات استراتيجية أفضل وتخصيص كل مورد في مكانه المناسب.

4- الموازنة التشغيلية:

وهو توقع تفصيلي لما تتوقعه الشركة من إيراداتها ونفقاتها، وعادة ما توضع الموازنة التشغيلية قرب نهاية العام لإظهار نشاطها المتوقع خلال السنة التالية، وكلما كانت الميزانية التشغيلية أكثر دقة وتفصيلًا كلما ازدادت قيمتها وأهميتها داخل الشركة، وتشمل الموازنة التشغيلية الآتي: 

موازنة الإيرادات: إجمالي الإيرادات التي يمكن للمنظمة أن تتوقع تحقيقها، وتشمل حجم المبيعات وتسعير المنتجات في القائمة الجديدة. 

موازنة النفقات: وهي التكاليف المتعلقة بالعمليات والإنتاج المتوقع إنفاقه مستقبلًا مثل الإيجار، المواد الخام المرادة للتصنيع، الرواتب ومصاريف التسويق، وتستخدم قوائم النفقات السابقة والتغيرات المتوقعة في تقدير النفقات المستقبلية.

5- الموازنة الرأسمالية: 

تهتم الموازنة الرأسمالية بتقدير تكاليف المشاريع والأصول طويلة الأجل، ويشمل المعدات الحديثة والمباني والآلات ونظم تكنولوجيا المعلومات، ويساعد على تحديد إجمالي النفقات الرأسمالية التي يمكن تحملها استنادًا إلى التدفقات النقدية المتوقعة وتحليل العوائد الاستثمارية وفترة السداد وصافي القيمة الحالية وما إلى ذلك من المشاريع المقترحة.

6- الموازنة المالية أو التكليفية:

وهي إنشاء خطة مالية تنبؤية باستخدام تقديرات التكاليف، تشمل جمع جميع التكاليف المتوقعة لفترة معينة، يستخدمها أصحاب الأعمال ومديرو المشاريع للتخطيط لمشاريع جديدة وتحليل الأداء الخاص بمشاركتهم وسلوكياتهم الإنفاقية، وهذا يمكن أن يساعدهم على الحد من الهدر وتحسين الكفاءة وخفض تكاليف مشروعهم الإجمالية، والتي يمكن أن تزيد ربحيتهم

7- موازنة ساكنة:

وهو تنبؤ القيم والنتائج المتوقعة حول مدخلات محددة تم التنبؤ بها مسبقًا قبل بدء الفترة أو السنة المرادة، وتبقى ثابتة مع زيادة أو نقصان حجم المبيعات والإنتاج، وتختلف النتائج النهائية للموازنة الساكنة عن النتائج الفعلية بشكل كبير، فالهدف الأساسي من الموازنة الساكنة هو توفير خطة مالية توجه الأعمال التجارية، وتساعده الإدارة في قياس الأداء من خلال المقارنة الفعلية مع الخطة المتوقعة. وعلى هذا فإن مقارنة الأرقام الفعلية بالموازنة تسمح لفريق التمويل بتقييم أداء العمل واتخاذ الإجراءات التصحيحية إذا لزم الأمر.

8- موازنة مرنة:

تتميز الموازنة المرنة بإمكانية تعديلها تبعًا لتغير النشاط في الإيرادات والتكاليف طوال السنة المالية مع مراعاة عدم القدرة الكبيرة على التنبؤ، كما تسمح الموازنة المرنة للشركات باستيعاب احتياجاتها مع تغير العوامل على مدار السنة مثل ارتفاع الطلب على السلع أو ارتفاع تكاليف المواد الخام، وتدخل الإيرادات الفعلية في الموازنة بمجرد انتهاء الفترة المحاسبية، ثم يتم المقارنة بين النتيجة الفعلية والموازنة، ولكن عند تحديد الموازنة يجب معرفة التكاليف الثابتة والتكاليف المتغيرة للنشاط.

كيف تُعد الموازنة؟

 يعد إعداد الموازنة جزءًَا حيويًا من التخطيط والإدارة المالية. وهي تنطوي على جمع البيانات ذات الصلة، ووضع توقعات مستنيرة، وفيما يلي بعض الخطوات الرئيسية لإعداد تقديرات الموازنة: 

1- جمع البيانات عن الموازنات السابقة والفعلية

وينبغي أن يستند تقدير الموازنة إلى البيانات التاريخية. وسيوفر تحليل الموازنات السابقة والنفقات الفعلية خط أساس للتوقعات. وتُجمع البيانات عن الموازنات السابقة، والإنفاق الفعلي، والإيرادات، وغير ذلك من المقاييس على مدى السنوات الثلاث إلى الخمس الماضية. وتساعد دراسة الاتجاهات السابقة في تحديد الدورات والأنماط الأخرى للأرقام.

2- التوقعات والتنبؤات

باستخدام البيانات التاريخية، يمكن للمحاسبين وضع إسقاطات وتنبؤات لفترة الموازنة المستقبلية. وتشمل التوقعات توسيع نطاق الاتجاهات والأنماط السابقة إلى المستقبل لجميع الأنشطة الخاصة بالمنشأة.

3- وضع العوامل الداخلية والخارجية في الحسبان

 ينبغي أخذ جميع العوامل الداخلية والخارجية في الاعتبار حيث يمكن أن تؤثر في الإنفاق والإيرادات. ومن العوامل الداخلية، يجب النظر في خطط العمل المقبلة، والتغييرات الاستراتيجية، وتوسيع القدرات، وغيرها من المبادرات. ومن العوامل الخارجية، يتعين تحليل الظروف الاقتصادية، واتجاهات السوق، والمنافسة، وغير ذلك من العوامل الخارجية المرتبطة بالموازنة.

4- إشراك أصحاب الأعمال والمستثمرين الرئيسيين

ينبغي التعاون مع رؤساء الإدارات ورؤساء وحدات الأعمال وغيرهم من أصحاب الأعمال الرئيسيين عند وضع تقديرات الموازنة. لأنهم يقدمون رؤى قيمة بشأن الاحتياجات والمخاطر والفرص المقبلة. وتؤدي مساهمتهما إلى تقديرات موازنة أكثر دقة وواقعية تتوافق مع أهداف المنظمة.

5- تطوير خطة التوزيع المالي:

وهي عملية تهدف إلى وضع خطة مفصلة لتوزيع الموارد المالية بين مختلف الأنشطة والمشاريع داخل المؤسسة، حيث تعتبر جزءًا أساسيًا من إعداد الموازنة. ومن أهم خطوات تطوير خطة التوزيع المالي في الموازنة الآتي:

  • إدارة الموارد، حتى تتماشى مع أهداف وأولويات الاستراتيجية
  • تحقيق التوازن بين تمويل الإدارات المختلفة من حيث العمليات التجارية والصيانة وتمويل المشاريع الجديدة.
  • توقع أهم المجالات الحديثة التي ستزيد تحقيق الإيرادات والعوائد الاستثمارية 
  • تحديد كافة التكاليف المتوقعة خلال الفترة المالية، وبناءً على الإيرادات والتكاليف المتوقعة، يتم وضع خطة لتوزيع الموارد المالية بطريقة متوازنة لتحقيق الأهداف المالية المحددة.
  •  يتم تقييم وتحليل أداء خطة التوزيع المالي في نهاية الفترة المالية لتحديد النجاحات والتحسينات المحتملة في المستقبل

6- مراجعة وتحليل البيانات

مراجعة وتحليل الأرقام بشكل شامل، للتحقق من دقة التنبؤ وضمان التوافق مع الاستراتيجية، ويوجب طرح بعض الأسئلة المعيارية المهمة مثل:

هل توقعات الإيرادات واقعية وقابلة للتحقيق مقارنة بالسنوات السابقة والظروف الاقتصادية الحالية؟

هل تم تحديد جميع مصادر الدخل المحتملة وحصرها؟

هل ينبغي توضيح زيادات النفقات أو انخفاضها؟

ما هي الإدارة المتوقع أن يعود منها أكبر إيرادات؟

7- إعداد تقرير الموازنة 

يُقدم تقرير الموازنة تفاصيل عن الافتراضات والتوقعات والمبادئ المنطقية التي تشمل أرقاما متوقع تحقيقها خلال فترة زمنية محددة، ويجب أن يتضمن التقرير الآتي: 

  • موجز تنفيذي يبرز معلومات رئيسية تتعلق بالموازنة
  • التدفقات النقدية المحتملة والمتوقعة 
  • النفقات الرأسمالية المستقبلية 
  • الميزانية العمومية المتنبأ بها 
  • بيانات مفصلة عن الإيرادات والمصروفات المتوقع حدوثها 
  • الملاحق والوثائق الداعمة لهذه التوقعات

8- تنفيذ ومراقبة الموازنة 

إرسال الموازنة بوضوح إلى جميع الإدارات والتنفيذيين، وينبغي لكل إدارة فهم حجم الموازنة المخصصة لقسمه، ثم تُراجع المبالغ المرجحة للموازنة من كل إدارة ومقارنتها بالنتائج الفعلية التي تم أو سيتم تحقيقها.

أهمية الموازنة

تتعدد أهميات الموازنة ودورها في المنظمات والشركات، لكن من أهمهم: 

إدارة الموارد وتخصيصها

تعتبر الموازنة أداة تخطيط لتحديد كيفية تخصيص الموارد المحدودة من خلال التوقع أو التنبؤ بالتكاليف المختلفة للأنشطة والبنود التنفيذية. ويستطيع المديرون والتنفيذيون تعزيز كيفية توزيع الأموال والمعدات والأيدي العاملة، لذا تطلب الموازنة في هذا الوقت تحليل الاحتياجات والأولويات لتقييم الموارد بفعالية.

التوجيه ورسم الإطار العام:

تقدم الموازنة الدقيقة توجيهاً شاملاً للإطار المالي المتوقع للفترة القادمة من خلال تحليل جميع العوامل النقدية وتوقع الإيرادات والمصروفات والعوائد الرأسمالية، لذا توفر الموازنة البنية الأساسية لقرارات التشغيل.

اتخاذ القرارات الحكيمة:

تساعد أصحاب الأعمال في اتخاذ القرارات الأكثر استنارة بدلًا من العمل برؤى مبهمة وغير واضحة. لذا يتوجه التنفيذيون لأخذ جميع توقعات النفقات والعوائد في الاعتبار قبل أخذ القرارات الخاصة بالشراء والاستثمار بناء على الأرقام التي توفرها الموازنة.

التتبع والمراقبة:

رصد جميع مستويات الإنفاق والتحديات التي تواجهها المؤسسة اقتصاديًا وماليًا وتتبع التجاوزات أو التناقضات في بعض بنود الموازنة، فيؤخذ القرار اللازم لتصحيح المسار بحسب ما يناسب المؤسسة واحتياجاتها في هذا الوقت. لذلك مقارنة الأرقام الفعلية مع التنبؤات والتقديرات يساعد في السيطرة على التكاليف والموارد.

تقليل المخاطر المالية وتعزيز الشفافية:

تساعد الموازنة في تقليل المخاطر المالية عن طريق توفير أرقام تنبؤية دقيقة لجميع الإيرادات والنفقات المحتملة والتدفقات النقدية المستقبلية لتفادي جميع عناصر المفاجأة التي بإمكانها التأثير في سيولة المنظمة، كما تعزز من الشفافية حيث توزّع المسؤوليات، وتحدد الأهداف بشكل واضح لكل شخص أو قسم داخل المؤسسة.

بنود وعناصر الموازنة

ويشمل تقدير الموازنة عدة مصطلحات وعناصر كالآتي: ومن الضروري فهم هذه العناصر لوضع موازنة دقيقة وفعالة وهي كالآتي: 

  • الإيرادات:

 تشكل توقعات الإيرادات جزءًا هامًا من تقدير الموازنة. تقدير الإيرادات المتوقعة ينطوي على تحليل البيانات من الأداء السابق، ووضع العمليات الحالية، والتنبؤات حول ظروف العمل في المستقبل. وتشمل مصادر الإيرادات المشتركة: 

مبيعات المنتجات والخدمات، رسوم العضوية، إيرادات الفوائد

  • النفقات:

يعطي تقدير النفقات نفس القدر من الأهمية في وضع الموازنة، وتشمل النفقات تكاليف التشغيل المستمرة التي يمكن التنبؤ بها مثل الرواتب والإيجار واللوازم والمرافق العامة. من المهم وضع تصور دقيق لكل من النفقات الثابتة والمتغيرة على أساس البيانات التاريخية السابقة والتغيرات المعروفة والافتراضات المستقبلية.

  •  نفقات رأس المال:

بالإضافة إلى النفقات التشغيلية، تحتاج المنظمات إلى وضع موازنة للنفقات الرأسمالية الدورية والاستثمارات الضخمة في الأصول مثل المعدات والمباني والتكنولوجيا. وتتطلب الموازنة الرأسمالية تخطيطًا طويل الأجل لهذه المشتريات.

  •  الفترة الزمنية:

 وتغطي معظم موازنات المنظمات فترة زمنية مدتها سنة واحدة، وإن كانت بعض الموازنات تصدر مرتين في السنة، أو تتبع دورات تقويمية أخرى. وينبغي أن يتماشى الجدول الزمني المحدد للموازنة مع عمليات المنظمة واحتياجاتها.

  • الافتراضات والإسقاطات:

يعتمد وضع الموازنة اعتمادًا كبيرًا على وضع افتراضات وتوقعات مستنيرة. وتوفر البيانات السابقة نقطة انطلاق، ولكن يتعين على مديري الموازنة أن يقيّموا العوامل الداخلية والخارجية التي قد تؤثر في العائدات والنفقات واحتياجات رأس المال المستقبلية.

  •  التكاليف الثابتة مقابل التكاليف المتغيرة:

تصنيف التكاليف كتكاليف ثابتة أو متغيرة يسترشد به في تقديرات الموازنة. تظل التكاليف الثابتة ثابتة، بينما تتغير التكاليف المتغيرة بناءً على عوامل مثل حجم المبيعات. ويؤدي فهم أنواع التكاليف المختلفة إلى توقعات أكثر دقة للموازنة.

أهداف الموازنة:

يخدم تقدير الموازنة عدة أهداف هامة للمنظمة من ضمنهم الآتي:

الرقابة وتقييم الأداء: بمقارنة النتائج المالية الفعلية بتقديرات الموازنة، يمكن تحديد الفروق في وقت مبكر. ويساعد على اتخاذ الإجراءات التصحيحية للحفاظ على الأداء والإنفاق على الهدف المحدد. وتتيح الموازنات التحكم من خلال التصريح بمستويات الإنفاق للأنشطة والبرامج المختلفة. 

دعم التخطيط الاستراتيجي: تتيح الموازنة الفرصة لتقييم تكاليف المبادرات الاستراتيجية وتحديد الأولويات استنادًا إلى العائد المتوقع من الاستثمار. فالموازنات تحول الاستراتيجية من خطة مفاهيمية إلى خارطة طريق مالية قابلة للتنفيذ.

 تحديد الأهداف المالية والتشغيلية: وتتطلب الموازنة وضع أهداف مالية وتشغيلية محددة لتصبح أهدافًا للأداء مثل تحديد الأهداف الكمية ،العائدات، والتكاليف، والإنتاجية، والناتج، وغير ذلك من المقاييس.

تحسين اتخاذ القرارات: توفر الموازنة معلومات مالية دقيقة ومنهجية تساعد على اتخاذ القرارات الاستراتيجية والتكتيكية بناءً على بيانات واقعية وموثوقة.

زيادة الكفاءة والتحفيز: تساعد الأرقام المقدمة من الموازنة الأقسام على تحقيق أكبر حجم من الإيرادات المتوقعة حيث يتم التحفيز لمواكبة النتائج المتوقعة و النتائج الفعلية.

ما هي مراحل الموازنة العامة؟

الموازنة العامة هي عملية تخطيطية تهدف إلى توجيه استخدام الموارد المالية بطريقة متوازنة داخل مؤسسة ما، سواء كانت شركة أو حكومة أو منظمة غير ربحية، ويكمن الفرق بين الموازنة العامة والتقديرية في الفترة الزمنية، حيث إن الموازنة العامة تعتمد على بيانات دقيقة للفترة المالية الفعلية التي تمتد لعام، في حين أن الموازنة التقديرية تعتمد على تقديرات مبدئية للفترة المستقبلية.

تمر الموازنة العامة بدورة تتكون من 4 مراحل والدورة هنا هي دورة الأنشطة والعمليات المكونة للموازنة العامة للدولة. كما أن يجب أخذ عامل الزمن في الاعتبار؛ لأن الموازنة تربط بين الماضي والحاضر والمستقبل، أما مراحل الموازنة فهي كالتالي: 

مرحلة الإعداد والتحضير 

تقوم بها السلطة التنفيذية الخاصة بالدولة عن طريق التقدير المباشر للنفقات العامة، والتقدير الآلي والمباشر للإيرادات العامة، وتنقسم الطريقة الآلية للإيرادات إلى 3 أقسام:

  • طريقة الموازنة ما قبل السنة الأخيرة: وهي الاستعانة بالإيرادات الفعلية للسنة المالية المنتهية.
  • طريقة الزيادة والنقصان النسبية: وهي النسبة المئوية للزيادة والنقصان الفعلي مقارنة بالنسب السابقة.
  • طريقة المتوسطات: اللجوء إلى عامين سابقين لأخذ متوسط الإيرادات الفعلية.

مرحلة اعتماد الموازنة العامة 

وهي من اختصاص السلطة التشريعية أي من اختصاص المجالس المالية ومجلس النواب وهي الرقيب على السلطة التنفيذية. تقوم رئاسة الوزراء بإرسال مشروع الموازنة إلى مجلس الأمة قبل بداية السنة المقبلة بشهر، ثم تقوم وزارة المالية بقراءة الخطاب المالي للموازنة، وترسله بشكل مباشر إلى المجالس النيابية. ولا يحق للمجالس النيابية إجراء أي زيادات في النفقات، ولكن يحق لها خفض بعض النفقات.

مرحلة تنفيذ الموازنة العامة

تنفيذ النفقات العامة والإيرادات العامة والتنفيذ المتعلق بالخزانة أي خروج النفقات وتحصيل الإيرادات، ويصدر بلاغ نشر للموازنة في جميع المصادر الرسمية الخاصة بالدولة، وتعد دائرة الموازنة أمراً مالياً يصدره وزير المالية، وتعتمده جميع الوزارات.

مرحلة مراقبة التنفيذ والتقييم

والمسؤول في هذه المرحلة هي السلطة التشريعية تقوم ببعض الأدوار مثل:

  • مراقبة ما تم تحصيله وإنفاقه
  • مراقبة ما تم تنفيذه من مشروعات 

وتعين السلطة التشريعية بعض الإدارات لتسهيل عملية المراقبة ورفع التقارير عن مدى التزام جميع الوزارات في تحقيق الأهداف المرادة مثل دائرة الموازنة، ديوان المحاسبة، وزارة المالية ويشمل دورهم الآتي:

  • تدقيق الأوامر المالية 
  • تحديد أن المسؤول على توقيع الأمر المالي هو نفسه المفوض
  • التأكد أن النفقات لا تتجاوز مخصصها، وتنفق في الوجه المخصص لها.
  • تطبيق الموازنة وفقا للقوانين والأنظمة الخاصة بالدولة 

تحديات تقدير الموازنة 

 وضع الموازنات عملية تميل إلى الصعوبة والدقة ويلزمها التخطيط طويل الأجل لذا تواجه بعض التحديات في تنفيذها، وتشمل هذه التحديات الآتي : 

  • هناك العديد من العوامل الخارجية التي يمكن أن تؤثر في تقديرات الميزانية، مما يخلق حالة من عدم اليقين والتقلبات. وتشمل الظروف الاقتصادية، والتغيرات في السياسات، والكوارث الطبيعية، وغيرها من الأحداث التي لا يمكن التنبؤ بها.
  •  وجود قيود في القدرة على جمع البيانات، أو نقص في البيانات القابلة للمقارنة، ويجعل هذا عملية التوقعات أكثر صعوبة.
  • تضارب مصالح أصحاب الأعمال والإدارات المختلفة، وتمارس كل مجموعة ضغوطها من أجل تحديد أولوياتها، مما يجعل من الصعب وضع تقديرات موضوعية.
  • نقص الأيدي العاملة والمتدربين لتنفيذ الوظائف المطلوبة أو افتقار للأنظمة التقنية الحديثة.
